Contrary to popular opinion, it's actually not Alakazam. It has crappy defenses and a very small movepool even when TMs are factored in. Starmie would probably get my vote as the best, but Jynx is very good too. Exeggutor is also extremely underrated.

Obviously Mewtwo trumps all of them, but you can't actually get him until the end of the game.
