Is there such thing a school where they teach psychic abilities such as telekinesis, telepathy, etc.

Asked: Help me identify this old anime movie / OVA…?

This is going to be a very choppy description, but please bear with me. I haven't seen this movie since I was six or so. All details are very hazy, so while I'm typing what I think happened, I may be completely off.
I remember it being a little sci-fi-ish. There are a bunch of young girls who remember nothing of their pasts being kept away from their parents and the outside world–they are being used for their psychic abilities. The main character is one of these girls, who proves to be quite a trouble maker. The main antagonist is a fat guy (I think), and his lieutenant is a cool-looking girl with pink or red hair. At one point the protagonist says her parents names (or she sees them or something), thus unlocking her memories.
Something happens and everyone must flee; the protagonist uses her psychic abilities against the antagonist as he's trying to run, and he tries to shoot her. The lieutenant takes the bullet instead.
They're in like a hot air balloon or something.

…And that's really all I remember. Whew. Glad we made it through that. I realize this is an insanely disorganized description, but I'd be very appreciative of any person that can help me.
This has been bothering me for years.

There have been more times than I can count where I have seen things. Mostly they come to me in dreams, and they are in bits and pieces.The most prominent vision/thing I have seen is me in the hospital. I just have given birth and I am in the bed. the door is to the left and I see the doctors face clear as day But I cannot see the people around me. However they are there but I cannot see the faces. I see balloons and the colors flicker from blue to pink. I don't see my husband in this. Which worries me a bit, Ihave seen this on and off for about 4-5 years. I also see another with my ex bf. Are these just in my mind? Some of what I have seen have happened, so I think it might be just dajavu? I have also talked to my mother about this, she said she had similar experiences when she was around my age. I just want to know if its just in my head, or if I truly have a gift. sometimes when im at curtain places, i get this feeling in my guts that it's wrong or just not right. i was going on the subway and something felt like it was going to happen and it turned out that there is a fire at a station near me. i almost always get this feeling when something bad is going to happen, and also when i look at curtain people for a long time i can kind of sense what they were doing in life and sometimes their emotions also recently i get visions that just pops up without thinking and they most likely become real.
do i have psychic abilities? or is it like this for everyone else?

About four years ago, I went to sleep one night and had a dream, unlike any other that I had previously had in my entire life (and it wasn't like a dream, it was really more like an experience). I dreamed that I was with my great-great grandmother (who passed away 3 years before I was born) and she was in this huge, beautiful mansion, with this huge staircase going up, and then, I was in this room facing her and she was surrounded by this brilliant light which seemed to transition very softly from a bright white to a light pink. She was wearing a pink dress and she was very happy to see me and smiled at me and she came over and hugged me. This was all that happened for the most part, but I woke the next morning feeling like I hadn't been sleeping, but I had almost had an out of body experience instead. I wanted to believe that it was real (instead of a dream), but I didn't talk to anyone about it and put it in the back of my mind. About a year later, I had another dream (but again, it was like a real-life experience) and I was with the same grandmother and her husband and we were in this white light that seemed to go on forever. And again, she was smiling at me and this time she was holding my hand telling me how proud she was of me and I actually can remember what her voice sounded like (which seems impossible to me, if it really was a dream). It was at this point that I really started to believe that these "dreams" were really my lost loved ones coming through to connect with me. A few months after that, I had another really significant dream of another grandparent (once again, one I had never met, but had died 7 months before I was born). In this dream, I was in this beautiful kitchen, and here was my grandmother dressed in a yellow dress with yellow colors all around her. She also hugged me and was very happy to see me, and this was also like an experience, like I was really there with her, connecting with her. After I put two and two together and started to realize that there was significance behind these colors surrounding the people in my "dreams," I figured that they had to be auras. Just a few months ago, I had another experience of my great uncle who passed away just a few years ago, and he had green light surrounding him. I have had others, but these three dreams have been the most significant. They seem to come at very random times, and it doesn't necessarily happen at any given time. What I am trying to figure out is, are these real connections to my departed loved ones?? or are they really just dreams? I feel like they are so real, and I feel that I am connecting to their spirits and I also feel the presences of my departed loved ones around me all of the time, and different ones at different times. Is there any way I can sort of harness this gift and make my communication with them to occur more on a daily basis? Is there anyway I can connect with whichever loved one I want at any given time? I am so confused as to how to take this all in, because I am constantly learning more about my "gift." I am sorry this is so long-winded, but any advice or tips at all about what I should do about this would be greatly appreciated. Thank you and may God bless you!!
